The federation rail for pet chip registries

For founders + CEOs of chip databases
February 2026

DEFRA's 2024 microchip reforms mandate inter-database lookup by 2026. The EU Animal Health Law is pushing the same. Every UK chip registry either ships interop themselves or signs an open standard. We've built the standard — Apache-2.0, no exclusivity, your data never leaves your database. It runs at scantoprove.com/registry today.

What changes for you: every vet, rescue, shelter, border official or finder who looks up a chip in the UK ends up on your branded result — if it's your chip. You become discoverable nationally, then globally, without losing a single customer or sharing a single byte of PII.

What we ask: expose one endpoint (POST /opcls/v1/lookup), five lines of code, ~30 minutes for a junior dev. Owner contact stays in your system; we only carry a callback URL. You sign a 1-page DPA, run our conformance suite, and you're live.

What you make: revenue lines you can't build alone — insurance auto-claim validation (UK pet insurance is £1.6B/yr), boarding & daycare verification (£20–50/month × 6,500 UK kennels), pharma anti-counterfeit ($3B global market), DEFRA compliance contracts. Platform takes a small clearing fee; you keep 60–85% of revenue routed against your chips.

Founding-member offer (first 3 only):permanent seat on the OPCLS steering committee, 1% of all platform revenue in perpetuity, zero platform fees ever, white-label branding on the public scan page, co-marketing rights. After three, standard terms apply.

You get

  • Free vet, rescue, shelter, border-official traffic to your DB
  • DEFRA 2026 compliance — done
  • Net-new registrations from our DNA-kit pipeline
  • Insurance + boarding + pharma revenue rails
  • White-label brand on every public scan result
  • Real-time analytics you've never had

You give

  • One lookup endpoint (chip in → yes/no out)
  • ~1.5s p95 response time (you already do this)
  • 1-page Data Processing Addendum (DPA)
  • Reciprocity (you query, you also answer)
  • Nothing else. No data migration. No customers transferred. No exclusivity.

Subject: 5-line fix for the DEFRA 2026 microchip interop mandate

Hi [Founder/CTO first name],

Quick one — DEFRA's 2024 reforms mandate microchip-database interoperability by 2026, and the implementation burden is going to fall on registries to solve. Most haven't started yet.

We've built an open standard called OPCLS (Apache 2.0, Polygon-anchored audit, ICAR-prefix routing) that lets registries comply without surrendering data, customers, or brand. The integration is genuinely ~30 minutes for a junior dev — one endpoint that returns yes/no + a consent callback URL.

What's in it for [Registry name]:
  • Free vet/rescue/shelter traffic that ends on your branded result
  • DEFRA 2026 compliance done in a week instead of 6 months
  • New revenue rails (insurance auto-claims, boarding SaaS, pharma anti-counterfeit) where you keep 50–85% of revenue routed against your chips
  • Founding-member seat (first 3 only) — 1% of all OPCLS platform revenue in perpetuity

Demo runs live at scantoprove.com/registry — you can punch in any test chip number and see a federated lookup with audit anchoring in real time.

Worth a 20-minute call this week? I can walk through the spec + show what your branded result page would look like.

Target list

The 5 UK chip DBs to email this week

Tier-1 first (smaller, hungrier, easier to close). After 2 sign you have momentum to walk into PetLog with a "join or get left behind" frame.

Pet-ID

tier-1→ Founder / Managing Director

Smaller UK DB, hungry for traffic, decision-maker is reachable on LinkedIn. Likely fastest to sign.

MicrochipCentral

tier-1→ Founder / CTO

Independent, growing UK challenger to PetLog. Strong vet relationships, low engineering capacity — perfect OPCLS profile.

Animal Microchips

tier-1→ Owner / Director

Approved UK DEFRA database. Smaller team, more agile, looks like a startup play.

ProtectedPet

tier-1→ Director of Partnerships

DEFRA-compliant database that already partners with shelters. Pre-disposed to federation thinking.

Identibase

tier-2→ CEO / Head of Product

Larger tier-2 player. Less hungry but signs once peers do. Use this as the "FOMO close" after first 2 sign.

Note: founder LinkedIn URLs vary — start at the company page, find the founder/CEO listed under "People", reach out direct. Smaller DBs are usually 2–5 people; the founder reads their own inbox.
